This Resilience questionnaire was designed to identify the shocks and stresses in Kentucky and to assist local decision-makers in identifying opportunities to improve resilience through existing planning mechanisms, public engagement, and disaster preparedness. “Unmet needs” are considered needs (infrastructure, housing, economic, etc.) that still exist after disaster recovery is complete. Refer to the Kentucky Resilience Briefing for more information.
While the initial focus of the HUD National Disaster Resilience Competition (NDRC) is limited to the areas impacted by federally declared disasters from 2011-2013 (FEMA Disaster Recovery 1976, 4008 and 4057), the intent of this questionnaire is to engage a broader audience in the resilience discussion.
