KAMM Committees

We encourage KAMM members to participate in KAMM committees.  Committees will play a big role in 2017.  Plan to join committee members at the conference to build a strategy.

Participation in committees allows KAMM members to promote issues, challenges, and best practices that are important to them as well as an opportunity to network.  KAMM members should be recruited to assist in committee activities, develop ground rules, and delegate activities.  Ultimately, the committees will help develop and recommend policy to the KAMM Board.

Education and Outreach Committee Mission Statement

KAMM’s Education and Outreach committee is an organization of mitigation, floodplain, planning, and emergency management professionals committed to promoting educational opportunities, enhancing local partnerships, and developing outreach tools for use in the Commonwealth of Kentucky.  The committee works with the KAMM Board and other partner agencies to promote and increase training opportunities to KAMM members, promote policies and activities that increase mitigation and risk awareness, and to develop community services of benefit to KAMM and its members.


Education and Outreach Committee Goals

  1. Promote and support appropriate training for KAMM members in the Commonwealth
  2. Increase the effectiveness of training opportunities delivered by KAMM
  3. Increase mitigation and risk awareness
  4. Share best practices


Supporting Tasks

  • Leverage the KY Floodplain Coordinators contact spreadsheet and other distribution lists (EM, KLC, KACO, new KAMM members) to increase KAMM contacts. (Goal 1 & 2)
  • Provide online training opportunities at the completion of Regional Trainings to those unable to attend in-person trainings. (Goal 1, 2, 3)
    • Items to discuss: PDHs, Regional Rep Support, presentation software, recording vs live presentation, can offer certificate for hour
  • Encourage Floodplain Management Minor students at WKU, as well as faculty, to attend the KAMM conference. (Goal 1)

– Items to discuss: Costs to student, student grant, student and faculty abstract submittal, free attendance with presentation

– Note: Conf 2016 coincided with WKU start of classes (08/22/16)

o Fall Break was 10/ 6-7

  • Analyze conference attendance to determine possible conference location (pending attendance decrease or alternate meeting location approval). See Figure. (Goal 3)
  • Develop Comprehensive Outreach Plan for KAMM. (Goal 3)
  • Leverage KAMM survey results to ensure proper flood risk messaging and topics of interest. (Goal 1 & 2)
  • Develop additional surveys to share best practices and determine potential assistance that may be offered by KAMM. (Goal 4)
  • Leverage ADD Districts for engagement, existing trainings, Risk MAP product use (required), and local champion identification. ADDs to serve as host rather than provider would be best. (Goal 1, 3, 4)
  • Add cost increase to survey if attendees care?

Professional Development Committee (PDC) Subcommittee


Professional Development Committee Mission Statement

The mission of the Professional Development Committee (PDC) is to provide vision, leadership, and direction to KAMM members regarding issues affecting the floodplain management and mitigation professions.  The PDC strives to maintain a high standard of integrity, ethical behavior and practices, professional conduct, and skill for all mitigation managers and encourages certification via the Association of State Floodplain Managers (ASFPM) Certified Floodplain Manager (CFM) program.  PDC also strives to expand and promote the professional status and legal responsibility of the CFM and will review and monitor professional education opportunities for mitigation managers.


2017 Professional Development Committee Goals 

  • Establish regular phone calls (every other month) to discuss work plans and monitor activities
  • Contact ASFPM and determine path forward for FEMA E273: Managing Floodplain Development through the National Flood Insurance Program) and train the trainer options
  • Establish relationship with Kentucky Association of Counties (KACo) & Kentucky League of Cities (KLC) to align our mission of enhancing the floodplain and mitigation management professions with their mission(s)
  • Coordinate a joint-training opportunity where KAMM can support KY statutory continuing training requirements.  For more information, link to KRS 147A.027
  • Work with KAMM’s Education & Outreach Committee to develop/implement trainings
  • Develop a framework for communicating (but not lobbying) with elected officials and law makers on important issues impacting the floodplain management profession
